Southeast Quadrant Ballot



  • All residents of the Southeast quadrant, age 16 and up may vote on this ballot.
  • Commercial properties are allowed one vote per address located in the Southeast quadrant.
  • You can only vote ONCE.
  • You can only vote for one (1) project.

Proposal #1: Civic Engagement Opportunities 

  • Traffic Calming
    • Public forums, lectures, and discussions
    • Implement traffic calming techniques such as signs, cones, radar signs, painted murals on streets and sidewalks, etc.  
  • Neighborhood Enhancement Projects
    • Improve neighborhood public landscapes, streetscapes, street lighting and gateways via community led “Enhancement Projects” such as mini clean sweeps and gardens & landscaping
    • Enhanced lighting of streets and property  
  • Community Outreach
    • Events and activities to bring neighbors together increase collaboration with the Rochester Police Department.  
  • Group discussions, movie nights, block club events, health fairs, holiday celebrations.

Proposal #2: Expand the GIS Scholars Program 

  • Provide after-school training for high school students in the operation of Geographic Information Systems (GIS) technology
  • Add 5-10 additional students to the GIS Scholars to the program
  • Create a GIS mapping project to assist with crime reduction in selected neighborhoods
  • Collect data and identify crime rates through mapping and technology
  • Create youth made maps to plot the variables surrounding crime on a GIS map, i.e. property ownership, poverty, single parent households, truancy, proximity to services, etc.
  • Publish, post and share results
  • Conduct outreach and promotion

Proposal #3: Parental and Home Development Services and Support to Residents of the E. Main St, Mustard, and Atlantic Neighborhoods (EMMA) 

  • Cooking classes
  • Parenting education for single young mothers and fathers
  • Proper home upkeep
  • Connection to community resources
  • Training of life skills and career development
