RFP - Consulting Services for Planning Projects and Associated Tasks (RPD)

Purpose 

 The Rochester Police Department is soliciting proposals from emergency management
planning consultants to enhance the City of Rochester’s emergency preparedness through a
targeted preparedness project.

Goals

The goals of this project are as follows:

 

  • To develop a comprehensive Continuity of Operations Plan (COOP) for various City
  • of Rochester departments.
  • To evaluate and update the City of Rochester Fire Department’s Hazardous Material
  • Response Plan.
  • Revise/create existing sections and annexes of the City of Rochester Comprehensive
  • Emergency Management Plan (CEMP), as needed to reflect the new COOP, and add
  • additional annexes as needed to address the evolving needs of the City.
  • Additional tasks may be negotiated as warranted.

Process and Submission Deadline

This Request For Proposals (RFP) is issued by the Rochester Police Department, and the Police Department is the sole point of contact in the City of Rochester for the RFP.

Submitted Questions and Answers

QUESTION 1: 
What is the maximum cost budget for the scope of services requested?  

ANSWER: 
The budget for the COOP project is still under development and has not been finalized. The responses we receive will help shape that decision, as such we encourage you to submit a competitive cost proposal in conjunction with a description of the high quality of service your organization will provide.

QUESTION 2:
Task B, items 4 and 5 –
    • “4) Evaluate existing CEMP and Annexes for the City of Rochester’s current needs and resources to implement the COOP Plan; and
    •   5) Provide a summary “Review and Recommendations Report” with findings and recommendations from the review of the CEMP, COOP and Annexes.”
Does the City want or expect this evaluation process to include additional criteria (beyond COOP references and those related updates)? For example – access and functional needs inclusion and recommendations, formatting recommendations, additional plan content recommendations.

Our intention is for the scope to stay strictly focused on the COOP and HMRP.
 

QUESTION 3:
To what extent is the entire City CEMP and Annexes to be reviewed and updated? Is it only in relation to incorporating the new COOP, or is the entire CEMP to be reviewed and updated in accordance with the City approved Review and Recommendations Report?


ANSWER:
Our intention is for the scope to stay strictly focused on the COOP and HMRP so that the CEMP is to be updated as it relates to the COOP/HMRP.
