News Release - City Finance Director to Receive Outstanding CPA Award

(March 30, 2009) - The N.Y. State Society of Certified Public Accountants (NYSSCPA) will present City Finance Department Director Brian Roulin, CPA with its Outstanding CPA in Government Award on May 14 at the Society’s 112th Annual Election Meeting and Dinner at the Marriott Marquis in New York City. The Outstanding CPA in Government is awarded to a CPA who has demonstrated exemplary service while employed by a government.

Roulin has been strategically involved as a member of the City’s Oversight Committee for the Enterprise Resource Planning (ERP) project. The ERP initiative will result in a city-wide information system designed to coordinate resources, information and activities needed to complete the City’s business processes. Roulin is also a member of the Steering Committee for City-wide Parking Strategies Project, which will consolidate the City’s parking enterprises into one bureau under the Department of Finance.

Roulin contributed to the City of Syracuse’s new performance management system, helping ensure accountability for all functions of the city. Serving as the Commissioner of Finance of the City of Syracuse from 1994-2007, he led the conversion from a manual accounting system to an integrated, computerized system. He also restructured accounting positions to improve financial control and reporting and designed and implemented the refund of $173 million in outstanding city, airport and school district debt for a present value savings of $6.3 million.

Roulin has been an active member of the GFOA, an association of 1,200 members concerned with governmental financial management and policies, for 10 years, currently serving as president. He also serves as treasurer for the Rochester Economic Development Company (REDCO) and is on the Finance Committee and the Executive Board of Action for a Better Community and is a trustee of the Eugenio Maria de Hostos Charter School. Roulin joined the NYSSCPA in 2002. He received his M.S. in Accounting from the Whitman School of Management and his B.A. in Economics from Syracuse University. He and his wife, Donna, have two sons and a daughter.
