Jefferson Avenue Revitalization Project

Jefferson Avenue is a vital mixed-use commercial/ residential street in the southwest quadrant of the City of Rochester. Street conditions like substandard street lighting, inadequate landscaping, and the lack of pedestrian-friendly street amenities prompted the City to turn its attention to this area. 

The City's consultant, Fisher Associates, designed a public improvement and revitalization project for the section of Jefferson Avenue from Plymouth Avenue to West Main Street. Construction was performed by Sealand Contractors Corp. and is substantially complete.  

Project Status 

A few work items remain to be completed in Spring 2013:

  • Pavement striping at the north end of the project area
  • Installation of banners
  • Corrective work to the gateway wall at Plymoth Avenue
  • Tree planting

Funding and Project Scope

Funding for the project consists of $950,000 from Congresswoman Louise Slaughter, $299,000 from the Federal Highway Administration, $56,063 from New York State Marchiselli and $2.1 million from City and County funding sources, all totaling over $3 million.

Improvements include:  

  • Milling and resurfacing of Jefferson Avenue from Plymouth Avenue to Champlain Street 
  • Micropaving Jefferson Avenue from Champlain Street to W. Main Street
  • Replacing sections of deteriorated curbing along the entire Avenue
  • Replacing hazardous sidewalks along the entire Avenue
  • Installing decorative street-level lighting and pedestrian level lighting along the entire Avenue 
  • Concrete decorative sidewalks in the commercial core (Flint Street to Champlain Street) 
  • Decorative crosswalks
  • Gateway at Plymouth Avenue intersection
  • Bump-out at Magnolia Street intersection
  • Solid metal light pole banners
  • Bronze commemorative sidewalksplaques
  • Benches
  • Bus shelters at Columbia Avenue and Flint Street
