RFP- Intelligent Transportation Systems at the Port of Rochester

The City is issuing a Request for Proposals to obtain the services of a consultant to serve as the Design and Systems Manager for the Port of Rochester Security/Intelligent Transportation Systems (Port ITS) project. Port ITS is envisioned as a program of interrelated ITS elements which together will ease traffic congestion, improve safety, and enhance visitor experience at the Port of Rochester for bicyclists, pedestrians, motorists, transit riders, and domestic and international boaters alike. City staff have identified a number of desired ITS projects that could be implemented as part of Port ITS. These projects range from basic ITS deployments such as communications equipment, CCTV traffic cameras, and dynamic message signs to more advanced deployments such as a traveler information website, parking management system, US Customs and Border Inspections videophones, and NextBus displays.

As a federally-funded project, the Port ITS project must follow the Systems Engineering process as presented in the “V” Model. The Systems Manager will be responsible for managing the project through the entire process of planning, design, implementation, and testing. The project will be conducted in three stages; however, the Systems Manager will be retained to provide services throughout the project delivery process. A number of proposed projects to be studied and implemented through the Port ITS project have been identified by City staff and are summarized in Table 1. However, the funds currently allocated to the project are not sufficient to construct the full list of projects. At this point, it is undetermined which projects will ultimately comprise Port ITS. The Systems Manager will work with the City of Rochester and its project partners to identify an agreed-upon program of projects.

The project limits of Port ITS encompass the Port area generally bounded by the Rochester City Line to the west, Lake Ontario to the north, the Genesee River to the east, and Latta Road to the south. Key roadways leading to/from the Port are also part of the Study Area such as Pattonwood Drive (and the O’Rorke Bridge), Thomas Avenue, St. Paul Blvd, Beach Avenue, Lake Avenue (south of Port area), and the Lake Ontario State Parkway.
