News Release - New Interim Commissioner, Assistant Commissioners Appointed to Department of Recreation and Youth Services

(Thursday, Jan. 7, 2010) – Mayor Robert J. Duffy announced today that effective Jan. 15, he will appoint Luis Burgos to the position of Interim Commissioner of the Dept. of Recreation and Youth Services (DRYS). Mr. Burgos has served as the City’s Director of Recreation and Leisure Services under former Commissioner Charles Reaves, who has chosen not to return for a second term.

Anthony Jordan, currently the City’s Recreation Area Manager, will become the Interim Assistant Commissioner of Recreation and will oversee all recreation centers and programs. Jackie Campbell, currently the Manager of Youth Services Planning, will become the Interim Assistant Commissioner of Youth Services and will oversee all youth and human service programs. Deputy Commissioner JudieLynn McAvinney has accepted a position with the Dept. of Environmental Services.

“Luis, Jackie and Tony are exceptional individuals who have served the city and their department well,” said Mayor Duffy. “They are veterans of DRYS who have risen through the ranks. Luis and his team will do an outstanding job of carrying out our vision of becoming the best mid-sized city in the U.S. Their dedication to providing excellent customer service will only improve the programs, social activities and support services that we provide for our youth and the entire community.”

The appointments are on an interim basis given the current discussion regarding the consolidation of City government and the Rochester City School District. If such a change were to occur, a massive planning effort would be undertaken and almost certainly would result in changes to the Department.

As Commissioner, Burgos will supervise a staff of 90 full-time and 497 part-time and seasonal members and oversee an approximately $12.3 million operating budget. The Department performs a wide array of services, ranging from the operation of the City’s community and recreation centers; the Rochester Public Market; Mt. Hope and Riverside Cemeteries; the Genesee Valley Sports Complex; Manhattan Square Park; Durand Beach; fields and grounds maintenance; adolescent pregnancy prevention services and employment training programs.
