(Thursday, Feb. 18, 2010) - R. Carlos Carballada, Commissioner of Neighborhood and Business Development, will join partners Mitchell Redlo and David Romilly to cut a ceremonial ribbon celebrating the grand opening of Hot Rosita’s, 17 E. Main St. in downtown Rochester, at 11 a.m. Friday, Feb. 19.
