City of Rochester

News Release

(Friday, May 11, 2012) – Mayor Thomas S. Richards today announced the appointment of Lisa Bobo as the City’s new Chief Information Officer (CIO). Bobo has been the City’s Interim CIO since December when she replaced David Mayor, who resigned the position to become the CIO for the Minneapolis School District.

“As cities like Rochester struggle to contain costs, it is becoming increasingly clear we must give our employees the most advanced technology possible so they can do their jobs as efficiently and effectively as possible,” said Mayor Richards. “I am confident that Lisa Bobo is the person to lead that effort. With her experience, intelligence and work ethic, Lisa’s abilities combine a deep understanding of the City’s business systems with the capacity to identify the best technological solutions available and put them in the hands of our employees with minimal disruption.”

“Lisa Bobo has a demonstrated track record of accomplishment in the City. She is well known for her ability to complete projects by articulating a clear vision for those projects and setting an example each day that motivates her co-workers to match her commitment to the tasks at hand,” said Deputy Mayor Leonard Redon, who recommended Bobo’s appointment after conducting a national search to fill the vacancy. “With her leadership skills and experience, Lisa is going to be an outstanding CIO.”

“I would like to thank Mayor Richards and Deputy Mayor Redon for this opportunity to advance the City’s technological capacities and improve its business processes,” said Bobo. “These are challenging times for municipal governments, and I believe an important solution for those challenges lies in the areas of collaboration and synergy, finding new ways for different departments – and even outside agencies – to share resources and learn from each other. I am looking forward to developing those partnerships in this new role.”

As CIO, Bobo will lead the Department of Information Technology, which directs and manages the development, deployment and ongoing operations of all information technology automation services provided to City departments.

Her immediate priorities will include the continued migration from antiquated legacy computer programs with a focus on streamlining and improving City processes. She will also oversee the adoption of a new Rochester Police Department records management system and the transformation of the Geographic Information System (GIS).

Bobo has been a City information technology employee since 1988, when she was hired as a programmer trainee. Prior to assuming the role of Interim CIO, she was the Department’s Relationship Manager and Program Leader, which means she was responsible for bringing the latest technology solutions to City departments. Her accomplishments in this role included the implementation of a new Enterprise Financial System, the launch of the new City website and the implementation of the programs that support the 311 call center.

Her career has also included management of projects that automated many of the City’s business systems, including parking tickets, the Building Information System and permitting and licensing.

Bobo’s appointment is effective Wednesday, May 9. Her salary will be $123,191. She is married and has two children.
