The City Council is responsible for reviewing and approving the City's annual budget as submitted by the Mayor and his administration. In preparation for the vote, the Council holds budget hearings for each City department. Councilmembers are able to ask questions and get clarification on each section of the budget at these hearings. The hearings last throughout the day. They are telecast live on the City's government access channel, City 12, on Time Warner Cable. The hearings are also streamed live on the City's website,

9:00 -9:30 – Undistributed
9:35-10:50 – Rochester Police Department
10:55-12:30 – Rochester Fire Department
12:35-1:25 – Lunch
1:30-2:05 – Emergency Communications
2:10-3:10 – Information Technology
3:15-5:00 – Neighborhood and Business Development
