Office of Public Integrity Issues Review of High Falls Parking Garage

(Friday, July 13, 2012) – Mayor Thomas S. Richards today announced that Susan Olley will no longer be the Director of Parking. She will be placed on paid administrative leave and will be departing City employment in the near future. Molly Clifford, Director of Fire Administration, will serve as Interim Director while City officials conduct a search for a permanent replacement. The search will be led by Deputy Mayor Leonard Redon who will continue to supervise the Bureau.

“We wish Sue well with her future endeavors; however, I have come to the conclusion that we need a change of leadership in the Bureau,” said Mayor Thomas S. Richards. “Let me stress that there was no malfeasance. However, there have been continual problems with parking administration that need attention.”

The Bureau of Parking oversees on-street parking, municipal parking facilities, installation and maintenance of parking meters, collection of parking meter revenue, and activity of parking enforcement officers. The Bureau also oversees hearings for and collections of fines for parking infractions and municipal code violations

An Office of Public Integrity (OPI) review of parking functions includes an audit of the High Falls Parking Garage, which was made public today. This supports the conclusion we have reached for a leadership change. The High Falls Audit is available on the OPI’s Web page www.cityofrochester.gov/opi for review by the general public. It is an internal audit that was not mandated by the state or federal government. It is the City’s routine procedure for self examination.
