Roof Repair Program - Owner Occupants

Roof Relief

The City of Rochester is accepting pre-applications for a drawing for financial assistance for the City's Owner-Occupant Roofing Program.  The program covers the cost of roof replacement and other related repairs such as gutters, downspouts, roof flashing and minor chimney repair. 

Property owners are invited to submit a pre-application from July 2- July 31, 2018 at their nearest Neighborhood Service Center. A drawing will take place on Wednesday, August 8 at 1:00 p.m. at Thomas P. Ryan R-Center, 530 Webster Ave.  Applicants do not need to be present at the drawing.  Selected residents will be notified by mail.

Program Requirements 

  • To be eligible for the program, participants must submit a pre-application at a Neighborhood Service Center and have been selected through the City's drawing process.  Applicants that are selected through the drawing process must complete a program application.
  • Applicants must own a single-family residential structure located in the city of Rochester and occupy such property as their principal place of residency. Ownership must be evidenced by a recorded property deed on file with Monroe County.
  • Applicant must demonstrate need as evidenced by a deteriorated roof.  The city reserves the right to inspect properties and reject those that do not demonstrate a significant need.
  • The program covers roof replacement and associated repairs to include asbestos abatement, chimney repair, gutters and downspouts.  Detached garages are not covered.
  • Participants must sign a 3-year mortgage with the City which requires the owner to reside at the property for a period of 3 years after project completion.  The owner cannot sell or rent the property during the compliance period.  It is the owner's responsibility to contact the City to request a mortgage discharge after the compliance period has expired.
  • Property cannot be subject to a mortgage or tax foreclosure.
  • Household income cannot exceed 80% of the area median income as per the chart below.  This calculation includes all occupants over age 18 receiving income from but not limited to: employment, public assistance, social security, retirement benefits, disability or unemployment benefits.  All household occupants must be listed on the program application to be evidenced by a birth certificate.

 Owner's Financial Contribution

  • Participants must pay a financial contribution toward the project as per the table below. The amount of the contribution is based on the annual income of the household as per the above income chart.

  • City of Rochester and County of Monroe property taxes must be up to date or owner must be current with payments under a tax agreement.  Applicants must be current with property taxes at the time of application.
