News Release - Lagonegro Tapped as City Director of Planning and Zoning Bureau

(Thursday, Oct. 22, 2015) -- Zina Lagonegro has been appointed as the City’s new Director of the Planning and Zoning Bureau, Mayor Lovely A. Warren announced today.

“The City’s Planning and Zoning Bureau is critical to our efforts to create more jobs, safer and more vibrant neighborhoods and better schools,” Mayor Warren said. “Zina is a dedicated public servant with strong experience in the Department of Neighborhood and Business Development. She is a qualified leader and an experienced urban planner and civil engineer. She has the skills we need to help guide our city into a new era.”

Lagonegro began working for the City of Rochester in 1987. She was a Senior Engineering Technician in the Department of Environmental Services, and then became a Junior City Planner in 1995. She was promoted to Senior City Planner in 1996, and then worked as an Engineer from 2002 to 2003 before returning to the Senior City Planning position, which she currently holds.

“I am very excited for this opportunity to promote the Mayor’s vision of growth through development opportunities which benefit our citizens, business owners and visitors,” Lagonegro said. “I look forward to playing my part in helping to make Rochester a thriving city with good jobs, vibrant neighborhoods and quality educational opportunities.”

The City Director of Planning and Zoning coordinates comprehensive planning, supports the creation of community and neighborhood plans, ensures a safe and healthy environment in accordance with applicable laws and regulations, and protects the unique urban character of the city and its neighborhoods through development review and permits.

Lagonegro is taking over for Mitch Rowe, who became the City’s Director of Buildings and Parks in July. Marguerite Parrino has served as the interim Director of Planning and Zoning.

“Marguerite has worked hard in the interim position and I would like to thank her for her service in this exciting era of job creation, neighborhood empowerment and development in Rochester,” Warren said.”
