News Release - RFP Released for Inner Loop Sites

City of Rochester

News Release

(Thursday, March 17, 2016) – A Request for Proposals (RFP) has been issued for five individual parcels of land at the Inner Loop East Transformation project site, Mayor Lovely A. Warren announced today.

“The Inner Loop East Transformation Project is a unique opportunity to bring vibrancy to our Center City and jobs to all of our neighborhoods,” Mayor Warren said. “As we move forward with development at these sites, it is important that the community’s voice is heard and that the choices we make will serve our future generations.”

The five parcels are located in place of the former eastern section of the Inner Loop, on the eastern border of the Central Business District. Qualified developers are asked to submit proposals that will present a best use for the location, return the sites to the tax roll, visually enhance the streetscape and bring jobs and vibrancy to the area.

Prior to issuing the RFP, the City held a series of public input sessions. Consensus showed a desire for mixed use development with publicly-accessible green spaces. This input was incorporated into the RFP and will be considered as the process moves forward.

The Inner Loop East site will be filled in and brought to grade by the end of next year. While the Eastern section is slated for development, the western section will remain as a redeveloped Union Street right-of-way that will include expanded sidewalks and parking on both sides of the street, the addition of two tree lawn areas and one of the city’s first cycle tracks. There will also be playful elements incorporated in the public right-of-way around the National Museum of Play.

The five sites included in the RFP are zoned as Center City District (CCD) East End. They are as follows: Haags to Charlotte (.52 acres), Charlotte to East (1.37 acres), East to Broad (.68 acres), Broad to Savannah (.97 acres) and Savannah to Howell (1.99 acres).

Proposals are due back to the City by May 13. For more information visit: www.cityofrochester.gov/rfp_innerloopeast.
