About the Project
The City of Rochester, through this Request for Proposals solicitation, seeks proposals from experienced, financially sound, and capable development entities and end users for the future ownership and redevelopment of property it owns located in the Jay Orchard Street Area Neighborhood (JOSANA) at 354 Whitney Street and 415 Orchard Street. The Orchard-Whitney site consists of two parcels of vacant land, totaling approximately four (4) acres in size, located between Orchard Street and Whitney Street off Lyell Avenue in close proximity to downtown Rochester. The properties have historically been used for industrial purposes; however, today these parcels are remediated and vacant.
The goal of this RFP process is to identify interested developers and/or users for the Orchard-Whitney site. The RFP is designed to solicit development proposals, as well as establish a qualified list of developers and/or end users.
Submission Deadline and Information
Proposals must be submitted in PDF format electronically to Dorraine Kirkmire by 5 p.m. on April 3, 2017.
Information Session and Site Visit
An information session on the site, the RFP and potential public funding opportunities will be held at the City of Rochester Bureau of Water located at 10 Felix Street, Rochester, NY 14608 at 9 a.m. March 7, 2017. This information session is not mandatory.
