RFP - 2017 Bridge and Structural Engineering Services

The City of Rochester, through its Bureau of Architecture and Engineering, seeks to retain a professional design firm to provide engineering, design and project resident representative services for Bridge and Structural Engineering Services. To aid in the development of a proposal, the following material is attached to this solicitation: Draft Scope of Services, Schedule, Program Overview, Bridge Inventory, and Inspection Flow Sheets.

Your proposal shall be limited to 25 pages (max) and contain the following items:

  1. Program schedule;
  2. Personnel hours, per phase (1-6). Provide subtotals for each phase; For the purpose of this proposal assume that 6 Detailed (Biennial Level) City Bridge Inspections, 10 Cursory City Bridge Inspections, Executive Summaries, Misc. Reports, Coordination, Database Management, and the preparation and inspection of an Annual Bridge Maintenance Contract will be required. Assume the construction project will have a $450,000 value with 6 month duration.
  3. Project team with resumes of key personnel. Makeup of the project team, including sub-consultants, with an organizational chart. Include a description of how the project will be organized, identification of the key project team members by name, field of expertise, specific responsibilities on the project and the estimated number of hours they will work on the project.
  4. Approach to the work, familiarity with the City of Rochester’s bridge and structural components, project sites and scope of work. A demonstration that the Consultant understands the proposed project and its various tasks must be included as part of the Proposal.
  5. Prior bridge inspection and design experience, prior experience in a bridge management system (BMS), comprehensive understanding of NYSDOT/FHWA bridge inspection procedures, past performance with the City of Rochester, general understanding of the City of Rochester’s Bridge Program and the required procedures. A general understanding of the City of Rochester’s Bridge and Street Maintenance Programs.
  6. Basic Services Fee for: (Provide in a separate sealed envelope)

The not-to-exceed fee should be presented on a "cost times multiplier" basis, indicating the multiplier. The consultant shall supply a 2016-2017 salary rate structure for City of Rochester work and the cost times multiplier.

b)   Direct reimbursable expenses - a not-to-exceed fee should be identified for the following expenses:  

  1.  Reproduction, drawings, photographs, and printing (for Maintenance contract); 
  2.  Misc. And Disposable supplies;  
  3.  Sub consultants; and Rental equipment, if required; 
  4.  Environmental Analysis, investigations and reports, if required  

 The selection Committee will review all proposals without opening the separate sealed envelopes containing the fee information. The committee will then select the engineering form whose proposal in their judgment indicates the best quality firm and best opportunity for a completely successful project. After selecting a consultant based on qualifications only, the committee will open the sealed envelope containing the fee information for this firm.
