Description

The City of Rochester Water Bureau is seeking an experienced engineering consulting firm to provide assistance in developing concepts and reviewing options for bringing Highland Reservoir into compliance with the United States Environmental Protection Agency’s (USEPA) Long Term 2 Enhanced Surface Water Treatment Rule (LT2) requirements. The LT2 Rule addresses uncovered finished drinking water storage reservoirs, requiring that they comply with one of the following options:

  1. Install a cover
  2. Install treatment sufficient to inactivate cryptosporidium and giardia
  3. Be removed from service

Highland Reservoir is an uncovered finished water storage facility, and must come into compliance with the requirements of LT2. The City is currently operating under the terms of a Bilateral Compliance Agreement (BCA) with the Monroe County Department of Public Health (MCDOPH) and the New York State Department of Health (NYSDOH). The agreement (Appendix A of the RFP document) outlines a schedule for the City to bring all of its reservoirs into compliance with LT2 through a series of capital projects. The City has already met the following major milestones outlined in the BCA:

  1. Install liner and cover at Rush Reservoir
  2. Install liner and make structural improvements to Highland Reservoir

One of the remaining milestones in the BCA involves constructing treatment facilities sufficient to meet the requirements of LT2 at Highland Reservoir by September 30, 2023.
