About the Project

The City is undertaking a project to replace two of its large diameter water transmission pipelines located underneath South Clinton Avenue in the Town of Brighton, New York. The project limits extend a little over a mile, from Senator Keating Boulevard to Suburban Court.

Three water transmission pipelines (conduits) convey treated water from the City’s Hemlock Lake Water Filtration Plant to the City’s Distribution Reservoirs at Highland and  Cobbs Hill Parks , a distance of approximately 28 miles. On average, 37 million gallons per day of water is treated at the Filtration Plant and conveyed through the conduits. Only about half of the Hemlock water reaches the city, the other half is consumed by communities along the way.

A recent engineering study determined that the sections of Conduit 2 and Conduit 3, located along this portion of South Clinton Avenue, were most in need of rehabilitation or replacement. Conduit 2, which is a 38-inch diameter riveted steel pipe, was installed in 1894. Conduit 3 was installed between 1916 and 1918 and is a 37-inch diameter lockbar steel pipe.

The project will replace both conduits with a single 42-inch diameter pipeline located along the east side of South Clinton Avenue, near the current alignment of Conduit 2. Upon completion of the new pipeline, the remaining sections of old conduits will be filled and abandoned in place. The entire width of South Clinton Avenue will then be milled and resurfaced within the project limits.

The project was designed by Bergmann Associates of Rochester, New York and will be constructed by Villager Construction, Inc. of Fairport, New York. The total cost of the project is approximately $4.5 million. It is being funded by the City of Rochester. Monroe County is funding a portion of the pavement milling and resurfacing.

Construction Updates

Week of March 8, 2010: No work is anticipated. Lane restrictions between Suburban Court and Tops Plaza remain in effect. Expect some delays when traveling to or through the area.
