About Opportunity Zones

Opportunity Zone tax benefits, established in the 2017 Tax Cuts and Jobs Act, include three levels of tax incentives for investing in certain low-moderate income Rochester neighborhoods through a Qualified Opportunity Fund. PLEASE NOTE: New York State has decoupled from the federal program, meaning Opportunity Zone capital gains exclusions and deferrals are not eligible with regards to State income taxes. Please consult with an attorney on this and any other investment matters.

The City of Rochester and Rochester Economic Development Corporation (REDCO) has published an Opportunity Zones Investment Prospectus which includes an overview of the tax incentive, reasons why Rochester is a great location for investment, and details on specific sites and projects within Opportunity Zones.
