News Release -- City Seeks Consultant to Manage Relief Fund, Provide Services for Victims of Crime and Their Families

City of Rochester

News Release

(Friday, July 23, 2021) – Mayor Lovely A. Warren announced today that the City is seeking a consultant to manage a financial-support fund and provide direct assistance to help victims of crime and their families.

“Crime and violence can cause disruptions in life that extend far beyond the immediate harm of the criminal act,” said Mayor Lovely A. Warren. “Sometimes a relatively small amount of money can soften the blow of this turmoil and help those we serve reclaim their lives more quickly. This fund is a recognition of that reality and advances our efforts to expand public safety services beyond the realm of law enforcement.”

The City’s fiscal year 2022 budget includes $100,000 for the Bureau of Human Services (BHS) to provide crime victims working with one of its programs immediate monetary assistance for such purposes as buying household goods during an unplanned move. BHS oversees programs that include Pathways to Peace and the Offices of Neighborhood Safety; and Crisis Intervention Services.

The City issued a Request for Proposals Friday seeking a qualified consultant or consultants to perform such functions as develop and manage a process to dispense money from this fund at any time of the day or night, including weekends and holiday; provide additional support as necessary to the recipients; and maintain accounting and reporting records on the fund’s balance and expenditures. The consultant must have experience working with vulnerable populations, including crime victims and their families; knowledge of other available state and local resources for crime victims; and a demonstrated ability to manage large amounts of money.

The RFP must be submitted Aug. 4, 2021. For more details on the RFP and submission process, visit www.cityofrochester.gov/victimfundrfp/.
