City Council Meeting Calendar 2022

Regular Council Meetings 

City Council, following a calendar approved each year, meets on certain Tuesday evenings at 7:30pm. The Speak to Council session, at which citizens can address Council on any issue, starts at 6:30 p.m.

Speak to Council 

Speak to Council is an opportunity for the public to address the Council on a topic they are voting on that month or express their opinion on any other topic. Speak to Council sessions are held in City Council Chambers or via Zoom on the same day as the City Council Meeting at 6:30PM.

Speak to Council on Tuesday, July 19th will be held VIA ZOOM at 6:30PMAnyone wishing to participate MUST sign up before 3:00PM on the day of the meeting 

  • Speak to Council is an opportunity for the public to address the Council directly. Speakers are welcome to address a topic Council is voting on that month, or may comment on any topic they are interested in. Speak to Council sessions are held directly before the City Council Meeting, beginning at 6:30PM. Speakers will have either two minutes or three minutes to speak at the session. If there are 20 or less speakers signed up to speak, each speaker will be allotted three minutes to speak. If there are more than 20 speakers signed up to speak, time is reduced to two minutes to speak. A staff member will time each speaker.
  • Speakers can sign up by calling 585-428-7538 or emailing 
  • Participants will be sent a Zoom link to access the meeting after 3:00PM. 
  • If you cannot participant via Zoom, you may share comments via email or mail. Please note, these comments will be shared with the Council but will not be read into the record during Speak to Council

Anyone participating in Speak to Council will need to share the following information:

  • Name
  • Mailing address (no PO box)
  • Phone number
  • Email address
  • Group or organization they are representing (if any)
  • Topic they are speaking on 

Interpreters for Speak to Council

Interpreters will be present at Committee Meetings, Public Hearings, Speak to Council, and Council Meetings. Interpreters may be requested for any other City Council meetings by emailing at least 48 hours ahead of the meeting.

The Council Meeting itself begins at 7:30 p.m. Each Committee presents to the entire Council the legislation it has considered along with its recommendations. Council then votes on each individual piece of proposed legislation, including any amendments.

After Council votes to adopt legislation, it is sent to the Mayor for signature. Enacted legislation is then filed with the City Clerk and printed in the annual "Proceedings of the Council of the City of Rochester".

All meetings of the Rochester City Council and its Committees are open to the public. 

Please Note: Public Hearings will now be held following the monthly Committee Meeting; which is held on the Thursday before Council Meeting.
