RFP - East End and Mortimer Street Garage Purchases

Introduction/Overview

The City of Rochester is seeking proposals from qualified parties interested in purchasing the East End Parking Garage and/or the Mortimer Street Parking Garage. The City has released two separate Request for Proposal (RFP) documents and potential respondents are encouraged to respond to either or both of the opportunities. The RFPs and attachments can be downloaded below.

The objectives of the potential sales are to:
• Provide satisfactory revenue to the City from the sale of real estate
• Continue provision of public parking for residents, employees, and customers of businesses as well as visitors at a parking rate that is comparable to other garages in the area

Respondents are reminded to review each RFP and all its attachments thoroughly. Note that all deadlines are firm and final.

Pre-Proposal Conference

On June 21, 2022, at 12:00pm, City staff will conduct a virtual pre-proposal conference to explain/clarify requirements and respond to questions. The meeting will be held virtually via Zoom. You are encouraged to send questions ahead of time to help staff tailor the presentation. See below for details for where to send questions.

Submission Information and Deadline

Five printed copies of the proposal and a USB thumb drive with an electronic copy of the proposal must be received no later than 4:00pm on Friday, July 29, 2022, at the following address:
