Program Overview & Background
The City of Rochester ("the City") is interested in increasing the supply of high-quality single-family homes for owner-occupants through a second phase of the "Buy The Block" program. The City would like to see a wide range of housing options available for homebuyers at various income levels. Through this competitive Request for Proposals ("RFP") the City will identify one or more builders ("Partner Builders") to construct up to thirty (30) new homes to be built in 2024 and subsequently sold to individuals that will commit to being an owner-occupant for no less than a 15-year period. These homes will be built on vacant City-owned properties in two targeted areas in the Southwest quadrant. The first phase of the program focused on a targeted area in the Northeast quadrant (https://cityofrochester.gov/buytheblock/).

Submission Information and Deadline
A complete electronic copy of the proposal must be submitted on a USB, jump drive, or via Dropbox or other file sharing website no later than 4:00pm on Friday, October 20, 2023. Please submit your proposal no more than one time, using only one submission method.
