The City of Rochester supports transforming vacant lots into bountiful community gardens. Whether you are an inexperienced gardener or a true green thumb, the City has a selection of free resources to help you transform a vacant lot into a beautiful garden. 

The City requires all interested applicants, including past, new, or potential applicants, to attend an orientation. Orientation will cover changes to the permit document, how the permit guidelines apply to garden and landscape features, and gardening events during the 2024 growing season. Attendance is mandatory.

Water Credit Program

The City will apply a credit to the water account of a neighbor who supplies water to a community garden.

Compost and mulch delivery

The City can provide limited free delivery of compost and mulch for use in flower beds or around tree (non-food grade). All deliveries must be scheduled at least two weeks in advance and are subject to availability.

Flower City Flourishing Garden Contest 2024 

Flower City Flourishing took place the week of July 22nd and focused on gardens on City lots or pantry gardens on privately owned land that somehow serve the community. There were two first-place winners and one Honorable Mention, three categories total.

Flower City Flourishing Reception

We will have a small reception and acknowledgment ceremony for the 2024 winner, open to all gardeners, whether you participated in the contest or not.  It will be held here in the City Hall Atrium on Wednesday, September 18th from 5 p.m. untill approximately 6 p.m. Certificates will be handed out, light refreshments will be served. Come and rub elbows with a few other City gardeners!  

Directions: Put 30 Church St into your GPS and make sure to enter through the doors facing Church Street. You will have to go through security checks so don’t forget your ID.) The stairs leading to the atrium are directly behind the security station; the atrium is one floor up!
