Public notice: Substantial amendments to the 2017-2018 Annual Action Plan

By the federal regulations at 24 CFR § 91.320, and the City of Rochester’s Citizen Participation Plan, the City is in the process of substantially amending an Annual Action Plan document that guides its use of funds for the 2017-18 program year from the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Program. 

The City is encouraging members of the public to provide input in response to the proposed substantial amendments. In particular, the City is interested in receiving input from low and moderate-income individuals, as they are meant to be the primary beneficiaries of HUD’s formula grant programs. The City is providing the opportunity to provide feedback in writing and at a public hearing on September 19.

Description: Demolition of privately owned large vacant industrial/commercial buildings as well as 1-4 unit residential buildings.

Amendment Rationale

The amendment is being proposed to facilitate timely spending of the grant funds before they expire at end of September 2024. There are currently no eligible industrial/commercial demolitions in the City’s demo pipeline that would comply with the original scope of the project. The scope is being expanded to 1-4 unit residential buildings for which there is a large pipeline of eligible properties.

Public notice: 2023-24 Consolidated Annual Performance Evaluation Report (CAPER)

To All Interested Agencies, Groups and Persons: Federal Regulations require the City of Rochester to make the Draft Consolidated Annual Performance and Evaluation Report (CAPER) available for public comment.

The 2023-24 program year is the fourth year submission of the Consolidated Annual Performance and Evaluation Report (CAPER) by the City of Rochester for the five-year planning period from 2020-21 through 2024-25. This report provides an assessment of expenditures and accomplishments achieved through federal grant funds received from the U.S Department of Housing and Urban Development (HUD) during the period of July 1, 2023 through June 30, 2024. It measures the City’s progress in carrying out its Consolidated Plan 2020-24 and its one- year 2023-24 Annual Action Plan.

HUD regulations require the submission of the CAPER no later than 90 days after the closing of an entitlement grantee's program year. Before submission to HUD, the draft CAPER must be made available for public review and comment for no fewer than 15 days. The public review and comment period for the 2023-24 CAPER will be from August 30 through September 14, 2024. The CAPER will be submitted to HUD on September 15, 2024.

All comments must be submitted by 5:00pm on September 14, 2024.

Background on HUD funding

As a jurisdiction that receives funding directly from the U.S. Department of Housing and Urban Development (HUD), the City of Rochester is required to develop a Consolidated Plan to inform its use of annual HUD funds, which include the following four programs:

Many of the activities that these HUD programs can fund are recommended activities in the City’s Comprehensive Plan, Rochester 2034 (adopted November 2019). Therefore, the City’s Consolidated Plan is a key implementation tool for Rochester 2034.

Five-year consolidated planning documents

The Consolidated Planning process required by HUD involves preparation of several overarching documents that are intended to inform and guide the City’s use of HUD dollars as well as lay out the City’s process for engaging the public to inform decision-making over the course of a five-year HUD program cycle. Annual action plans

The Annual Action Plan is a short-term programming document that identifies how the City will spend its HUD dollars each program year to address the overarching priority needs and goals identified in the Consolidated Plan. Every spring, the City prepares a new Annual Action Plan that must be finalized, approved, and submitted to HUD before the beginning of the new HUD program year (July 1-June 30). Performance evaluation reports (CAPER)

The Consolidated Annual Performance Evaluation Report (CAPER) is an annual report produced after the end of each HUD program year that tracks progress on how funds allocated in the prior year’s Annual Action Plan were spent and what impact they had. Low-moderate income census documents
