Nuisance Abatement Program

Public nuisances occur when the activity or operation of an establishment results in a flagrant violation of the City of Rochester’s Penal Law or Municipal Code provisions. Nuisances substantially harm the quality of life, the environment, commerce, property values, public health, safety, and welfare. The Nuisance Abatement Program was established to identify and remedy such public nuisances.

Nuisance Advisory Board (NAB) 

The Nuisance Advisory Board (NAB) will oversee the process of review and hearing of nuisance cases submitted for review by the City’s Neighborhood Service Centers. NAB Hearings are monthly either online or at City Hall, 30 Church St.

Holding absentee landlords accountable

We seek reduce the negative impact of absentee landlords on city property values as part of a multi-pronged strategy to strengthen the City’s Nuisance Abatement Point System to create safer, more vibrant neighborhoods, increase government transparency and improve landlord accountability. 

Strategic Community Intervention (SCI) Nuisance abatement process evaluation

The City of Rochester entered into a contract with Strategic Community Intervention (SCI) to conduct a thorough review of its Nuisance Point Abatement program, which was established under the authority of Section 3-15 of the City Charter.

The report resulted in the following changes in the Nuisance Point Abatement process. 

  • Nuisance point information is available online. The data shows whether a property has had nuisance points issued within the past year; what nuisance offense occurred and when; the number of points the property has accumulated in the last 6 and 12 months; and whether any of the following actions have occurred: a nuisance warning meeting; an acceptable resolution plan has been submitted; whether the City has initiated legal action against a property; or whether the property was closed down.  View property information
  • A nuisance activity map provides access to all nuisance cases and information. This information will help the public and City employees assess nuisance property data for any geographical area and extract the data into a spreadsheet for analysis and reporting.

  • The City uses a tool called Building Blocks to integrate a variety of data sets, including Nuisance Points, related to the various activities associated with vacant and/or potentially problem properties.
