Regulating Traffic Control Devices
The Traffic Control Board regulates matters relating to traffic within the City of Rochester, including: stop signs, traffic signals, turn restrictions, on-street parking regulations, one-way signs, adult school crossing guard locations, weight limit restrictions, speed limits, geometric changes, and detour signs.
For Urgent Issues or to Report a Problem with a Traffic Control Device
Monroe County Department of Transportation (MCDOT) maintains traffic signals and traffic signs on all city streets. For problems relating to traffic signals or signs, call MCDOT at 585-753-7700.

Inquiries, Concerns, or Requests
Individuals with inquiries, concerns, or requests about traffic control devices or parking regulations should email or call the City's Transportation Specialist at the contact listed below, Monday through Friday, between 8 a.m. and 4:30 p.m. They will address your issue and work with you on the appropriate process for getting changes made. In some cases, a petition may be required.
For Construction Projects
The Traffic Control Board regulates matters relating to traffic within the City of Rochester, including closures and/or alterations to traffic flow on streets, lanes, bike lanes, parking lanes, and/or sidewalks for construction projects. All construction projects needing use of the right-of-way for more than two (2) weeks will need a Maintenance and Protection of Traffic Plan (MPOT) approved at TCB prior to issuance of a permit. TCB approval is also needed for new driveway openings or changes to existing driveways within the Center City District. Meetings
The Traffic Control Board meets twice a month on the 1st and 3rd Wednesdays starting at 9:15 am. Meetings are held via Zoom (free online meeting software) and in person at City Hall, room 300B. They are open to the public. To attend a meeting please email or call the City's Transportation Specialist at the contact below. They will also provide you with a Zoom link for the meeting.
