RFP - Inner Loop East Development Site 6 – 125 Howell St.


The City of Rochester, through this Request for Proposals solicitation, seeks proposals for the purchase and development of one site in the downtown area from qualified developers/teams to purchase and creatively improve the site. The site was created during the Inner Loop East Transformation Project when an eight-lane highway was reduced to a two lane complete street. It is the City’s intention to receive development proposals that will lead to the sale of the site to a developer who presents the best use and plan/layout of such use, and demonstrate the best financial capacity to undertake the proposed project.

The Inner Loop East Transformation Project was a $22 million project to remove the eastern portion of the Inner Loop expressway which had been a barrier separating downtown from surrounding neighborhoods. The project was completed in November 2017. The result is an at-grade, reduced width street that creates new vehicular, pedestrian and cyclist connections from the Neighborhood of the Arts, Upper East End, Park Avenue, and Monroe Village neighborhoods into downtown. Through a previous RFP process four other ILE sites (1, 2, 4 and 5) have been authorized for sale or purchase option by the Rochester City Council. Two other ILE sites (3 and 7) are presently under review for award to developers following an RFP that was released in December 2017.

Site Description

The Site is located within the former right-of-way of the eastern section of the Inner Loop highway, on the eastern edge of the central business district. The Site is generally bounded by a privately held property to the south, Savannah Street to the west, Howell Street to the north, and Jordan Alley to the east. In close proximity to the Site are Monroe Avenue and East Avenue which are long, vibrant commercial streets/corridors that run roughly parallel to one another. Each is a designated State Route (Rt. 31 and Rt. 96 respectively) that connect the city to the suburbs of Brighton and Pittsford. The Site also enjoy convenient access to Interstate 490. The newly completed Union Street is a two-lane street with a center turn lane. The new Union Street has an 8-foot recessed parking lane, 5-foot grass tree lawn, 10-foot 2-way cycle track, and another 5-foot tree lawn, followed by a 5-foot sidewalk. There are playful elements such as whimsical bike racks incorporated in the public right of way around the Museum of Play.
