RFP - High Falls Garage

Introduction/Overview 

The City of Rochester is seeking proposals from qualified parties interested in purchasing the High Falls Parking Garage. The City has released a Request for Proposal (RFP) document and potential respondents are encouraged to respond for the opportunity to purchase and own this parking garage asset. The RFP and its attachments can be downloaded from the links below. 

The objectives of the potential sale are to:

  • Provide satisfactory revenue to the City from the sale of the property;
  • Continue provision of public parking for employees and customers of businesses, as well as residents and visitors; and,
  • Add the property to the City’s tax base.

Respondents are reminded to review the RFP and all its attachments thoroughly.  Note that all deadlines are firm and final.

 Pre-Proposal Conference 

On March 1, 2024 at 12:00pm, City staff will conduct a virtual pre-proposal conference to explain/clarify requirements and respond to questions. The meeting will be held virtually via Zoom. You are encouraged to send questions ahead of time to help staff tailor the presentation.  See below for details of where to send questions.

Submission Information and Deadline 

Three (3) printed copies of the proposal and a USB thumb drive with an electronic copy of the proposal and all its attachments must be received no later than 4:00 p.m. on Monday, April 15, 2024, at the following address:
