News Release - Mayor Richards Releases Final Environmental Impact Statement on Port of Rochester Project

    (Monday, March 5, 2012) - The City’s plans for the Port of Rochester continue to move forward with the release of the project’s Final Environmental Impact Statement (FEIS) today.

“The planned improvements, in combination with the Port’s existing recreational and historic attractions, will reinforce the Charlotte Neighborhood and the Port as a great place to live, work, play and visit,” said Mayor Thomas S. Richards. “The project expands and enhances public access to the waterfront, creates exciting new boating opportunities and is expected to encourage significant private investment in our Port area.”

The first phase of the project includes construction of an 85-slip marina basin encircled with a new public promenade, reconfiguration and improvements to public boat launch facilities, new scenic overlooks of the harbor and new marina, realignment and extension of North River Street south to Latta Road, continuation and connection of the Genesee River Trail to Ontario Beach Park and a new pedestrian connection to the Charlotte Genesee Lighthouse from Lake Avenue. The City also plans to issue a Request for Proposal later this year seeking plans from private developers for the first area slated for re-development.

Subsequent phases provide for expansion of the marina from 85 to 157 slips, relocation of the public boat launch elsewhere on the Genesee River and incremental private development for up to 430 residences and a maximum of 44,000 square feet of commercial and retail space, all within the proposed new Marina Zoning District.

The release of the FEIS is required under the State Environmental Quality Review Act. The Draft Environmental Impact Statement (DEIS) was released on Oct. 7, 2011, followed by a public comment period which was open until Nov. 18, 2011. The FEIS responds to comments received on the DEIS and discusses project changes in response to public concerns. The actions under review include Official Map Amendments, enactment of a new zoning district, site plan approval, funding approvals, demolition and site preparation permits, land acquisitions and sales, federal, state and local permits, utility extensions, relocation of parkland facilities and inter-municipal agreements.
