News Release - Rates for City Fees and Fines Adjusted

City of Rochester
News Release

(Friday, Oct. 26, 2012) – Fines for parking tickets issued in the city of Rochester increased Thursday, Oct 25. The fine increase was included in the City’s fiscal year 2012-13 budget and is the first increase of parking ticket fines in more than 10 years.

Revenue from parking fines are directed to the Parking Trust Fund, which seeks to keep the City’s parking system self sufficient and funded directly by its users. Examples of fund expenditures include maintenance of the parking garages and surface lots.

The parking fine increases were initially scheduled to take effect July 1, but were delayed to accommodate an upgrade to the information technology system.

The new fines are among an anticipated in $1.7 million in new revenue from fee increases included in the fiscal year 2012-13 budget. The budget also freezes the tax levy, maintains investments in city neighborhoods and commercial districts and does not include reductions in public-safety staffing levels or service hours at the libraries and recreation centers.

Most parking fines will rise by $10 with the exception of parking without a permit in a handicapped marked space and parking within 15 feet of a fire hydrant.

The new fines, all of which include a New York State surcharge of $15 (and an additional $30 for illegal handicapped parking), will be as follows:

• Overtime or expired time for meter, pay station or non-meter parking: From $25 to $35;
• Parking in a restricted area: alternate parking; no parking; parking restrictions during snow operations; expired registration or expired inspection: From $35 to 45;
• Parking less than 15 feet from hydrant: From $70 to $100;
• Parking in a handicapped zone without a placard: From $100 to $130.

All payments for fines for parking tickets are due within 30 calendar days of issue date to avoid accrual of penalties.
