2023 Milling and Resurfacing Project
Project Description
This is a locally funded milling and resurfacing project consisting of three street segments located in the City of Rochester as follows:
- Brooks Avenue (Genesee Park Blvd to Genesee St.)
- Jefferson Avenue (Champlain St to W. Main St)
- Thurston Road (Genesee Park Blvd to Arnett Blvd)
Street improvements include milling and resurfacing of the existing pavement, spot curb and sidewalk replacements, accessible curb ramp replacements, valve box frames and covers adjustment / replacements, storm / sewer manhole frames and covers, pavement markings, signage, minor street lighting improvements, minor tree plantings and / or removals. The project also includes recommendations for on-street bike lanes, parking regulation changes on Jefferson Avenue and the installation of speed humps on Reynolds Street from Seward St to West Main St.

Anticipated Project Schedule
- Preliminary Design: May 2022 to September 2022
- Final Design: October 2022 to December 2022
- Bidding and Award: December 2022 to Spring 2023
- Construction: Completed in Fall 2023
