Public Hearings and Speak to Council Session

Meeting Details

The City Council holds public hearings as required by law for specific legislative items on the agenda, as well as a monthly Speak to Council session.  These meetings are open to the public in order to allow an opportunity for constituents to voice their opinions, ideas, concerns or support for either legislation that the Council will be voting on that month, or any other issue that may be affecting the community.

For the month of April, public hearings will be held for the following pieces of legislation:

Introductory No. 95 – Local Improvement Ordinance establishing the cost of special services for the East Avenue/Alexander Street Entertainment District for 2025-26

Introductory No. 96 – Local Improvement Ordinance authorizing special work and services related to the South Avenue/Alexander Street Open Space District for 2025-26

Introductory No. 97 – Affirming and approving a lease by the Rochester Urban Renewal Agency of a parking lot comprised of 40 Broadway and portion of 50 and 70 Broadway

Introductory No. URA-2 – Resolution approving a lease by the Rochester Urban Renewal Agency to a parking lot comprised of 40 Broadway and portions of 50 and 70 Broadway and designating Rochester Historic Properties LLC as qualified and eligible to lease said property

Introductory No. 110 – Local Improvement Ordinance – establishing the levy for special work and services on the Areaway Treatment at 23-27 East Main Street for 2025-26

Introductory No. 111 – Local Improvement Ordinance – establishing the levy for special work and services on the Arnold Park Enhanced Sidewalks for 2025-26

Introductory No. 112 – Local Improvement Ordinance establishing the assessments for operation, installation and maintenance costs of street lighting special assessment districts for 2025-26

Introductory No. 113 – Local Improvement Ordinance for the care and embellishment of street malls for 2025-26

Introductory No. 114 – Local Improvement Ordinance – establishing the operating and maintenance costs of special assessments for streetscape enhancements for 2025-26

Introductory No. 118 – Local Improvement Ordinance providing snow removal and security services at the Public Market

Any person wishing to speak on these matters may do so during the public hearings. Advance sign-up to speak at public hearings is not required.

The Speak to Council session will begin immediately following the conclusion of the public hearings.

Advance sign-up is required for citizens who wish to address the Council during the Speak to Council session.  All persons desiring to speak must sign up no later than 4:30 p.m. on the day of the Speak to Council session. 

Constituents can register to speak by calling (585) 428-7538. Dependent upon the total number of speakers, individuals will be given a maximum of 3 minutes, or a minimum of 2 minutes, to share their thoughts. 

ASL Interpreters will be provided for Public Hearings and Speak to Council sessions.
