Certificate of Zoning Compliance (CZC)

A Certificate of Zoning Compliance (CZC) is required to ensure all development, land use, and structural changes meet the City of Rochester’s zoning regulations. This certificate applies to a variety of projects and ensures alignment with city standards for safety, aesthetics, and land use.

Below is a detailed list of situations where a CZC is required:

When is a CZC required?

Construction or alteration of structures

  • For any construction, reconstruction, exterior remodeling, exterior alteration, or moving of structures that require a building permit.

Occupation or use of vacant land

  • For the occupation or use of land that was vacant as of the effective date of the zoning chapter, except for agricultural purposes like crop cultivation.

Home occupations

Temporary uses

  • For temporary uses, which must comply with the specific requirements listed in § 120-149.

Land improvement

  • For any improvements to land as a preliminary step before its use.

Change in use or occupancy

Alterations to historic landmarks and designated buildings of historic value

Work in flood hazard areas

  • For substantial dredging, filling, excavating, grading, or any man-made changes to real estate within a designated flood hazard area, as identified on Federal Insurance Administration Flood Hazard Boundary Maps.

Site preparation without a building

  • For site preparation intended for a use that does not include or require a building.

Driveway installation or replacement

Exterior improvements in preservation or village center districts

Fence and terrace installation or replacement

  • Installation, construction or replacement of fences and terraces.
