City issues RFP for development on East Main and Laura Streets
The City of Rochester has issued a Request for Proposals (RFP) seeking innovative and community-focused development plans for an approximately two-acre site consisting of up to 12 parcels located at East Main and Laura Streets. This initiative offers a rare opportunity for developers to creatively transform a strategic urban corridor in Rochester’s Southeast Quadrant, providing benefits to residents and businesses alike.
“This project isn’t just about buildings and businesses—it’s about creating spaces that connect people and strengthen the community,” shared Mayor Malik D. Evans. “We’re looking for a developer who understands the value of investing not only in infrastructure but also in neighborhoods.”
The RFP invites proposals that enhance the vibrancy of East Main Street while respecting the surrounding Beechwood and EMMA neighborhoods, both known for their close-knit communities and rich historical character. Key elements include:
- Mixed-Use Development: Proposals should provide a blend of housing, commercial spaces, and essential services that contribute to the economic and social vitality of the area.
- Neighborhood Service Center: As part of the development, the City plans to lease space for a new Southeast Quadrant Neighborhood Service Center. This will serve as a community hub, offering resources and support for residents while ensuring long-term financial stability for the developer through a 20-year lease.
- Homeownership Opportunities: With a focus on creating lasting value, the City encourages developers to include homeownership options, supporting families in establishing roots, and fostering pride in the neighborhood.
The development will not only return these parcels to the tax roll, but it will also offer high-quality design that reflects the community’s vision for the future.
