About the Department of Information Technology

The Department of Information Technology (IT) directs and manages the development, deployment and ongoing operations of all IT services provided to City departments.  

The Department is composed of six bureaus under the direction of the Chief Technology Officer:  

  • Administration
  • Client Services
  • Data & Digital Services 
  • IT Administration 
  • Security & Network Services 
  • Platform Services

Chief Technology Officer 

The CTO leads the IT department and reports directly to the Mayor. They are responsible for: 

  • Developing the City’s strategy for using technological resources.  
  • Ensuring technologies are used efficiently, cost-effectively, and securely.  
  • Evaluating and implementing new systems and infrastructure.  
  • Overseeing the management of existing systems.  
  • Executive management of the IT Department.  

Administration Bureau

  • Leads IT policy administration  
  • Plans and oversees IT architecture development  
  • Manages IT vendor relationships  
  • Collaborates with the Project Management Office and Departments on the planning and execution of technology initiatives  
  • Oversees execution and governance of projects within IT  
  • Oversees mainframe systems operation, backups, recovery, and management 

Client Services Bureau

  • Performs IT Service Management (Service Desk, Problem Management, Change Management)  
  • Provisions and maintains end user hardware for computing, printing, and telephony systems  
  • Packages, deploys, and provides end-user support for operating systems and application software  
  • Manages end-user device portfolio and inventory

Data and Digital Services Bureau

  • Builds and maintains custom web applications and process automations for departments 
  • Trains City staff on the use of custom business applications 
  • Performs research, GIS mapping, and data analysis; maintains data dashboards and reporting tools 
  • Facilitates governance and enhances stewardship of data citywide 

Security & Network Services Bureau

  • Delivers network infrastructure planning, design, deployment, and migration
  • Manages enterprise network engineering and telecommunications  
  • Delivers video surveillance/camera access and control services  
  • Oversees cyber security governance, cyber compliance, and cyber risk management services 
  • Supplies effective monitoring and protection solutions for City data and technology  
  • Monitors and responds to cyber security incidents  
  • Delivers effective cyber security training and education for all City users 
  • Governs identity and access management to City data and technology

Platform Services Bureau

  • Delivers technical infrastructure planning, design, deployment, and migration  
  • Manages backup and recovery (including Disaster Recovery)  
  • Performs systems monitoring and alerting for City technical infrastructure and performance  
  • Manages Data Center operations and server environment.  
  • Manages internal and external Identity and Access Management systems  
  • Manages SQL Server database environment  
  • Manages system integrations
