Public meetings and the solicitation of input: 2025-29 Consolidated Plan & FY 2025-26 Annual Action Plan

The City of Rochester is seeking community input regarding the use of federal funding from the U.S. Department of Housing and Urban Development (HUD). The City of Rochester is currently preparing its Five-Year 2025-29 Consolidated Plan and 2025-26 Annual Action Plan.
The Consolidated Planning process is a requirement for direct financial assistance from HUD in accordance with HUD program regulations and the City’s Citizen Participation Plan. The Consolidated Plan identifies priority needs and goals to inform the City’s use of funds it receives each year from four HUD formula grant programs; the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
The 2025-29 Consolidated Plan will establish the strategic framework that will guide the City’s HUD funded community development activities during the upcoming five-year period. Each year an Annual Action Plan will also be produced that provides the annual budgets for how HUD grant funding will be allocated to specific projects in alignment with the priority needs and goals identified in the Consolidated Plan.
The City of Rochester anticipates receiving the following grant allocations from HUD for the program year beginning July 1, 2025, which will be programmed in the 2025-26 Annual Action Plan:
- CDBG: $8,201,087
- HOME: $1,802,048
- ESG: $714,761
- HOPWA: $1,132,150
In addition, the City anticipates programming up to $650,000 in CDBG Program Income and $400,000 in HOME Program Income in the 2025-26 Annual Action Plan.
To inform the development of the 2025-29 Consolidated Plan and 2025-26 Annual Action Plan, the City will solicit public input via a three-phase public engagement process with a variety of methods to participate.
