Local Waterfront Revitalization Program (LWRP)

About the Project 

The Local Waterfront Revitalization Program (LWRP) is the official statement of land use and development policy for the city’s waterfront areas.  It was prepared by the City Planning Office and adopted by City Council in 1990. An update was completed in 2018, expanding the boundary of the plan to include all of the city’s waterfront areas along Lake Ontario, the Genesee River and the Erie Canal.   

The update also identifies new waterfront policies and recommendations that will serve as a guide for future development and infrastructure improvements and will help leverage potential funding opportunities.

A consultant team (Ingalls Planning and Design/Steinmetz Planning Group) was hired by the city and worked with city staff and a Waterfront Advisory Committee (WAC) to complete the project.

Project Funding/Support 

The LWRP Update was prepared in cooperation with the New York State Department of State with funds provided under Title 11 of the NYS Environmental Protection Fund.  

Waterfront Advisory Committee 

A Waterfront Advisory Committee (WAC) was formed for this project comprising representatives from the City of Rochester, Monroe County, Town of Irondequoit, state and federal agencies, property owners, major institutions, community organizations, neighborhood associations and other waterfront stakeholders.  The committee provided guidance and feedback to the city and its consultants throughout the study.

ROC the Riverway Vision Plan

The completion of the LWRP inspired the development of the ROC the Riverway initiative, a highly visual plan that identifies high-priority projects to revitalize the core of the Genesee Riverfront. In February 2018, Governor Andrew Cuomo announced an initial investment of $50 million to fund several projects in the corridor. More information can be found here: ROC the Riverway
