Welcome to the Bureau of Accounting.
The Bureau of Accounting is responsible for providing accounting services and support to all City Departments. The Bureau of Accounting prepares and issues the Annual Comprehensive Financial Report which provides financial information to the Mayor, City Council, citizens of the City of Rochester as well as investors and creditors for use in making social and economic decisions.
Primary services include:
- Reviews, processes and maintains records of City financial transactions
- Provides information on the City's financial position
- Maintains the City’s general ledger and subsidiary records
- Enters and processes departmental requests for journal entries
- Audits and processes invoices for payment
- Provides assistance to internal City departments regarding accounting procedures and inquiries
- Prepares and issues annual vendor 1099s in accordance with Federal regulations
- Maintains and accounts for the City’s capital assets
- Performs monthly and annual bank reconciliations
- Prepares and files the Annual Financial Report (AFR) for New York State
- Implements Governmental Accounting Standards Board (GASB) requirements
- Assists and supports the outside auditors during the annual year-end audit by providing general ledger balances and supporting schedules as well as providing information as requested
- Oversees the fiscal component of Federal and New York State grant programs
- Reviews grant budgets
- Monitors loan programs and maintains loan receivables
- Maintains the City’s PILOT (Payment in lieu of tax) and COMIDA (County of Monroe Industrial Development Agency) receivables
