PILOT Incentives

Project Development facilitates the City's Payment in Lieu of Taxes (PILOT) process and administers other tax exemptions.

Residential Commercial Urban Exemption Program (CUE)

This tax incentive encourages the conversion of underutilized office, retail, manufacturing, and warehouse buildings located in the Center City District to mixed-use.

The 12-year exemption applies to the increase in assessed value from the conversion. The exemption is 100% for the first eight years and declines 20% per year thereafter.
