The City of Rochester has adopted the Policy for Utility Appurtenances within the Public Right-of-Way which requires all entities with infrastructure facilities in the ROW to perform regular field inspections of those facilities in order to minimize deficiencies.
The following Rules and Regulations established by the City Engineer, as authorized by section 104-32 of the City Code, govern the policies and standards required of all work performed in the Right-of-Way.

The South Avenue and Elmwood Avenue Improvement Project is a City of Rochester and County of Monroe 131K project which consists of reconstructing two City of Rochester Streets.
This is a locally funded rehabilitation project with two segments Orange Street and Saxton Street located in the Northwest Quadrant.
