Improvements to City Hall sidewalks and roadways start April 4

The City of Rochester is set to begin sidewalk and roadway improvements around City Hall to enhance visitor and employee access to the building.  Phase one is set to start on Friday, April 4, 2025, along North Fitzhugh Street, from Allen to Church Streets and on Church Street, from Pindle Alley to North Fitzhugh Street. Motorists and pedestrians are encouraged follow parking restrictions and to use caution as they are directed by flaggers throughout the work zone. This work is scheduled to be completed in the fall of 2025. 

Individuals who need to conduct business at City Hall will be extended thirty minutes of free parking at the Sister Cities Garage. The garage is located right next door to City Hall, at 28 North Fitzhugh Street and free parking will be available from 9 a.m. to 5 p.m. Motorists should collect their parking ticket once they enter the garage and upon exit, present the ticket to the bar code scanner.

Work will be completed in three phases to ensure that pedestrian access is always maintained, with ADA access through the Link entrance on the North Fitzhugh side of City Hall. Temporary 15-minute parking will be made available along Church Street and employee lot access will be maintained via a protected walkway. 

The project includes sidewalk and curb replacement, milling and resurfacing roadways, installation of new street lighting, addition of benches, bike racks and a bike shelter, as well as replacement of trees.
